Registration of a political party

Upon application, a registered association that aims to influence state matters and that is in the register of associations is entered in the political party register. All associations registered as a political party in Finland can be found in the political party register. The Ministry of Justice maintains the political party register.

Only a party entered in the political party register has the right to use the abbreviation “r.p.” (registered party) in their name instead of the abbreviation “ry” (registered association).

If a party has not obtained a seat as a member of parliament in two consecutive general elections as well as at least 2% of the votes cast in the whole country, or if it is no longer a registered association, it shall be removed from the political party register. A party can also be removed from the register on the basis of its own application.

The Finnish Patent and Registration Office provides further information on the establishment of an association and its registration in the register of associations.

  • Log in to the Puoluerekisteri.fi service to submit an application for the entry of a party in the political party register. You must log in to submit an application in the service.
  • Only enter the party’s central organisation in the political party register. Although the district organisations, regional and municipal organisations and local associations of parties are usually also registered associations, they are not entered in the political party register.
  • If you change the rules or programme of a party entered in the political party register, report the changes to the political party register. The change to the rules will not enter into force until it has been entered in the political party register.

  • An association in the register of associations whose purpose is to influence state matters can apply for the registration of a party in the political party register.
  • The rules of the association that are entered in the political party register must ensure that its decision-making and operations comply with democratic principles.
  • The association must also have a general programme drawn up to implement its purpose that is defined in the rules, stating the objectives and principles the association must follow in its state activities.
  • In addition, at least 5,000 statements of support (supporter cards) by persons entitled to vote in general, municipal or European parliament elections are required, in which they state that they support the entry of the association in the political party register. The statements of support must be collected within a year by latest. The Digital and Population Data Services Agency confirms their sufficiency.
