Agreement to perform service at the location for non-military service

Kuvaus

When the location for non-military service decides to employ a person liable to do non-military service, the person liable to do service and the location for service agree on the performance of the service by filling in a commitment in Sivariweb. The completed and electronic commitment signed by both parts is an agreement showing that the person liable to do non-military service accepts the placement and the location for non-military service employs the person liable to do service. The Civilian Service Centre orders the person liable to do service on the basis of the commitment.

The service location and the person liable to do service shall agree on the following in the commitment:

  • start date of the service
  • main duties
  • allocated accommodation
  • payment schedule of daily allowances
  • eating arrangement
  • health care
  • work trips

Complete the commitment carefully in Sivariweb. The commitment will be electronic signed on behalf of the service location by the authorized person of the service location. The person liable to do service sign the commitment electronic in OmaSivari. The Civilian Service Centre will verify the information on the commitment, give a service order and deliver it to the person liable to do service and the placement location. The service can be started as agreed unless the Civilian Service Centre notifies otherwise.

If the work duties of the person liable to do service include relevant and permanent personal interaction with persons under the age of eighteen, an annotation shall be made on the commitment that obliges the Civilian Service Centre to check the criminal background extract concerning the person liable to do service before a service order is given.

The location for non-military service must have an up-to-date agreement on acting as a service location and access right to Sivariweb. The commitment form must be electronic signed by the authorized person at the service location appointed in Sivariweb.

The commitment is an agreement to perform service at the placement and it is always required. The Civilian Service Centre cannot order a person liable to do service without a commitment.

Sivariweb

Sähköisessä siviilipalvelusrekisterissä, Sivariwebissä, siviilipalveluspaikka tekee palveluspaikkailmoituksen ja hallinnoi siviilipalvelusvelvollisten tietoja.

Sivariweb on sähköinen henkilörekisteri, johon tallennetaan sekä siviilipalvelusvelvollisen palveluksenaikaiset tiedot että siviilipalveluspaikkojen yhteystiedot ja tiedot avoimista työpalvelupaikoista. Netissä pidettävän rekisterin lisäksi henkilörekisteriin kuuluu manuaalisesti pidettäviä asiakirjoja. Rekisterin ylläpitäjinä toimivat Siviilipalveluskeskus ja siviilipalveluspaikat.

Kun siviilipalveluspaikkaoikeutta hakeva laitos tai yhteisö hyväksytään siviilipalveluspaikaksi, Siviilipalveluskeskus myöntää käyttöoikeuden siviilipalvelusrekisteriin siviilipalveluspaikan ilmoittamalle vastuuhenkilölle. Vastuuhenkilölle lähetetään käyttöoikeuden myöntämisestä kirjallinen päätös.

Vastuuhenkilö antaa käyttöoikeuden palveluspaikan muille siviilipalvelusasioita hoitaville yhteyshenkilöille Sivariwebissä. Vastuuhenkilö päättää käyttöoikeuden, jos henkilö ei enää hoida siviilipalvelusasioita. Jos vastuuhenkilö vaihtuu, nykyinen vastuuhenkilö antaa käyttöoikeuden rekisteriin uudelle vastuuhenkilölle. Vastuuhenkilö hyväksyy sitoumuksia ja tekee tarvittaessa palvelusrikkoumusilmoituksia sähköisesti Sivariwebissä.

Palveluspaikan vastuuhenkilö ylläpitää Sivariwebissä myös sopimusnumeron alla olevien työpalvelupaikkojen tietoja ja niissä olevia avoimia paikkoja.

Palveluspaikan määräämä henkilö

  • täyttää velvollisen kanssa tehdyn sitoumuksen tiedot
  • tarkastaa päivärahan korotuspäivät ja kotiuttamispäivän
  • merkitsee lomat (HL, KL, HSL), sairaslomapäivät ja isyysvapaat (IV)
  • merkitsee palvelusta pidentävät päivät (HSL, luvattomat poissaolovuorokaudet)
  • kotiuttaa siviilipalvelusvelvollisen täysin palvelleena
  • tekee majoituskorvausanomuksen Siviilipalveluskeskukselle
  • luo työpalvelupaikkoja ja/tai laittaa ne avoimiksi

Siviilipalveluspaikat ovat velvollisia ylläpitämään siviilipalvelusvelvollisia koskevia henkilötietoja Sivariwebissä. Rekisterin käyttöoikeus on henkilökohtainen. Sivariwebiin kirjaudutaan pankkitunnuksilla, mobiilivarmenteella tai varmennekortilla. Rekisterinpitäjä, joka tallettaa Sivariwebiin tietoja, vastaa rekisteriin talletettujen tietojen virheettömyydestä sekä tallettamisen ja käytön laillisuudesta. Siviilipalvelusvelvollisille ei saa antaa käyttöoikeutta Sivariwebiin.
